J.J. (Rod Perry) started on the streets as a numbers runner and has worked his way up in the local crime scene. He is on the verge of running all of the action in the inner city except for the Mafia's hold on the urban heroin trade. Hoping to break the mob's hold on the drug trade in his neighborhood, J.J. and his gang decide to have an all-out war against the Mafia using their guns as well as their martial arts skills in the battle.
